Currently ILLModule provides a hard-coded (English) email template to request ILLs from 'Partner' Libraries.

This template should use the existing notices system to allow the template to be customized and translated.

I'm getting paid to work on ILL for Swedish libraries, and this is definitely one of the things they want, so I will be working on this in the near future, if noone beats me to it. Probably not in time for 17.11, though.

This should not be an enhancement, but is a serious bug fix. The notice can't be changed by libraries right now as it's hardcoded into Koha/Illrequest.pm. And of course it's not translatable that way and would require chances in a core module to do so locally :(
