At the moment, one title can be suggested More than once.
I suggest that a duplicate suggestion should be managed as a vote for suggestion.
Say : Harry Potter : Phoenix Cup is suggested once.
Then **another** borrower ask for it : then it is counted as suggested twice and donot come as a new Entry.

I think it always can happen, that more than one person makes a suggestion. It might be hard to find duplicate suggestions - perhaps what we need here is a way to merge to suggestions and keep both suggestors informed about the progress.
I think being able to merge the suggestion from the librarian side would be very helpful and probably simpler than having Koha check for duplicates.
