Holds of withdrawn items should allowed / disabled in system preference.
Withdrawn means it has been removed from the library collection, so there is sense in not allowing a hold on it. Can you explain your use case?
It was not explained perfectly, sorry. The problem is, that it should not be allowed to make a hold on a biblio title having all its items withrawn (ie. no active items).

The display of the metadata has been moved from the "Toggle full supplier metadata" link at the bottom of the page to a button on the right of the request toolbar, labelled "Display supplier metadata". Clicking this button opens a modal displaying the metadata. If new items were added to bib (ie. replacement copies, etc) the 'no holds' rule would have to automatically revert and allow holds again.
This is working as expected in master.
