Following on from the changes made in https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=11911, this isn't quite what the user was expecting. Now, when this new permission is enabled they still see links to limited acquisitions function, in particular invoices. For a user who wants to be able to manage suggestions, but not have any acquisitions permissions, this isn't acceptable. It would be better if suggestions were taken out of acquisitions altogether, and accessed via an independent link in the home page, similar to the Lists function.
The problem is that invoices is accessible with any acquisition permission instead of having its own. So more a separate bug, than an issue with the new permission. I wonder if order_receive would work or if invoices should be completely separate?
