It would be useful to be able to limit the AllowHoldsOnPatronsPossessions system preference by item type, collection or shelving location.  

For instance, we have multiple volumes of graphic novels attached to the same bib record so we have AllowHoldsOnPatronsPossessions set to Allow.  We have hotspots and laptops and would like to prevent patrons from being able to place holds on them when they already have one checked out.

I absolutely agree with this one.  This setting should not be so generic.  The nature of some bibs requires being able to place holds on items from the same bib you have items currently checked out, like periodicals and serials.  But we don't want EVERYTHING to act this way.  This has been a major headache with Koha.

I agree with the need for this adjustment. For our library, it isn't feasible to prevent holds on all already checked out items, but like Barbara, we have several item types (hot spots, video games, etc.) that we would like to prevent holds on for those who have one checked out.

This would be helpful for our system, too. We have a very small number of multivolume works where a customer will want to place holds on multiple volumes, but the vast majority of our collection should not have more than one hold per customer per bib.
