When a library staff member changes a hold priority or moves a hold up or down the list, the change information should be logged to encourage accountability.

Log information should include: 
- Which user did it
- Date/Time stamp
- Which Patron was moved and to which priority.

Still valid?
Could be related to 8731 - Holds Log to track the number of times a hold is overriden

Still valid, holds log doesn't log changes to priority.

Still valid, when we change the priority with the arrows, this modification doesn't appear in the logs.

Still valid, changes to priority are not logged with HoldsLog activated.
