To recreate:

1. Create a circulation rule for All Patrons, All Categories with a loan period of 10 days.
2. Set a hard due date for a date after the loan period.
3. Check out an item and see that the due date is based off the loan period and not the hard due date.

Also, setting a loan period for the exact time period and the hard due date (so the dates are the same) also appears to fail and it reverts to the previous loan period.
