Sometimes a library may acquire a new copy of a book, or have a book in hand that could more easily fill a hold than the current item Koha has selected. Currently, librarians need to cancel and replace or revert a hold to enable them to fill the hold with the desired item. We should add a button on the holds tables that allows staff, with permission, to scan a barcode and fill a hold directly.
Can you explain the use case a bit more? Why would a return not trigger the hold for the item?

The vagaries of cataloging often result in separate bibs for items that are functionally equivalent. For example, if a library maintain distinct bib records for different formats of the same work (paperback/hardcover/etc), the library may want to fill the hold with an available item on a different bib than was originally requested.
