Requesting that the system preference virtualshelves be split into two preferences- one for public and one for staff.

We do not want the public to be able to create lists in our OPAC; however, turning off this preference disables the "Add To List" function in Koha, which our staff use everyday.

Would be nice to also rename the prefs to something "lists" at the same time. See bug 27503 :)

My idea was to extend the syspref. Yours is to create a new one. I don't know what would be better.

Maybe a collective discussion about the possible enhancements of "list" feature could be profitable. What are the needs of the community ?

With the discussion on other bugs, such as bug 27503 and bug 34235, I think renaming the current system preference to 'Lists' would be more appropriate.

Then it would make sense to set the options in one system preference, such as whether to enable their use on the OPAC, staff interface, both, or neither.

My proposal is to work at it in two steps:
1. Rename the system preference to 'Lists' (bug 27503) (something I think I can do)
2. Make the options more granular: OPAC, Staff interface, Both, Neither (outside my skill level)

I'll attempt to work on bug 27503 to rename the system preference.
