If staff permissions are such that more buttons disappear on one side of the two columns than on the other, they should automatically even themselves up across the two columns.

I've thought about it too and the thing that has stopped me from trying to change it is that we might not want to make people hunt for the link in a different place. A static layout lets people use their muscle memory to reach for the right button.

Fair point, but I can't imagine people's permissions change that often. So as long as the relative button order is fixed somehow, the position will be the same each time they log in. Until they get another job and get more/different permissions.

I'm not a fan of this at all.  It's not just about when one person's permissions change.  When you have a large library system with all sorts of different permissions, it's confusing for staff to see one person's screen, then go look at theirs and all their stuff is in a different place.  

It's also a problem when doing tutorials/screenshots and having different layouts.  We see this particularly in new Koha libraries and I am reluctant to add one more variable to what is already overload for them.

I understand the desire to have the space evened out, but from a training and user perspective, it makes everything just that much harder.
