At the moment, ILL Module create biblios records only if the document is a book type. As DVD and Thesis are physical documents too, ILL module should create a biblio for these types of document too.
I wonder, is there any it should not create a record for? And which backend is this about?

In my opinion we need a record if we "check-out" an item linked to that record, and expect the item to be checked-in, to be returned in its library. This is the current habit for books, DVD, but (I speak for my library...) this is not the case for an article: we will give to our user a photocopy or a PDF, and we won't expect them to "check-in" the photocopy or the PDF.
Hm, we do have items for the photocopies in our backend implementation, because it allows us to transfer it to another pick-up location using the hold and transport mechanisms. It's then checked out to the user on pick-up but "auto-returns" itself, so we can tell that it actually was picked up.
It is very dependant from the context. What should be really nice would be the possibility for libraries to decide (with a syspref ?) for which document type they want the ILL to create an item.
Would you agree to make the make the evolution request more generic like that? "The library should be able decide for each type of request if a bibliographic record and an item should be created"
