menu as it is now - change to have ordered selected by default

When you create an item during the order process in Acq you have to choose the Not for Loan Status of 'Ordered' or it will appear Avail. It would make sense if items added in Acq have '7 Not for Loan' set to Ordered by default and let the librarian change it if they want to.

This can be done by using an ACQ framework and setting 'ordered' as default there. To make it easier this could be done on an example ACQ framework (bug 3841)
