Is there a way in HTML or JS to freeze frames like you can in Excel. The idea would be to free the columns and rows on the circ & fine rules that you need to see at all times like the header and then the item types and patrons categories since when you scroll you can't see the important info anymore.

We actually do that now. When scrolling through a big circulation rules (or other) table, the header line remains visible at the top.
