Hello All,

Koha 3.20.3 suffers from UTF-8 Problems in some pages such as, When trying to 

1- Editing help in Arabic interface it shows garbage like this:

        ٠رحباً بك٠٠ي ÙƒÙiˆÙ‡Ø§

        إذا كانت هذه هي ال٠رة الأولى         الأخرى ال٠وجودة ٠ي الإدارة.

Although it shows help good in Arabic when reading help.
    
               ==============================================

2- When trying to import borrowers form tools > Import patrons

Default values like (Salutation:, Surname, ...etc) looks like (تحية:) in Arabic interface, Although these terms are ok in Arabic columns.def file.

               ==============================================

3- Also the same thing when trying to build new Guided reports from Guided reports wizard.

Note: Koha 3.18.06 doesn't suffer from this problem, I mean Arabic terms appear in a good way.
