Bug 36114: Adjust TRANSFERSLIP to use Template Toolkit

To test:
1. Apply patch
2. reset_all (or start your testing environment in the first place)
3. Find or create an item that belongs to a library other than the logged-in library
4. Make sure the item has a callnumber (edit it to add one if needed)
4. Check the item in to generate a transfer slip
--> Confirm the information is all filled in correctly on the slip
